Juan Rafael Elvira Quesada was appointed by President Felipe Calderon to serve as Secretary of the Environment and Natural Resources. He has a long and distinguished career in environmental protection in Mexico. He also served as mayor of the city of Uruapan, Michoacan, and as a member of the National Council for Transparency and Anti-Corruption. As the Minister of SEMARNAT, Elvira oversees the expansion of protected areas, forestry development, improving access to potable water and sewage treatment, expanding agricultural irrigation, water conservation measures and the Mexican government’s response to climate change.
