Cecilia Romero Castillo was appointed commissioner of Mexico’s National Migration Institute (INM) in December 2006. Her agency is responsible for establishing and enforcing guidelines for visitors to Mexico, whether entering the country legally or illegally, temporarily or permanently, and also assists Mexican nationals contracting foreigners or wishing to establish family ties with foreigners.

The INM was created October 19, 1993 with the purpose of planning, controlling, supervising, and evaluating migration services in Mexico and coordinating these efforts with other federal agencies involved with migration. Reforms enacted in 1996  increased sanctions against human traffickers and additional reforms in 2000 created migrant protection groups (Beta groups) coordinated by the INM with state and local participation.

Commissioner Romero will discuss proposed U.S. immigration reform and Mexico-U.S. cooperation.
